New Mexico has a complex gaming past. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Amerindian casino craze. Politics assured that would not be the case.
The New Mexico governor Bruce King assembled a task force in Nineteen Ninety to negotiate a compact with New Mexico American Indian tribes. When the panel arrived at an accord with two big local tribes a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in 1995, it seemed that American Indian gambling in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Native bands, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing a deal, thus costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the CNA, passed by the New Mexico house, to get the process moving on a full accord between the Government of New Mexico and its Amerindian tribes. Ten years had been squandered for gambling in New Mexico, including Native casino Bingo.
The nonprofit Bingo industry has increased from Nineteen Ninety-Nine. In that year, New Mexico not for profit game providers brought in only $3,048. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Non-profit Bingo revenues have increased constantly since that time. 2005 saw the largest year, with $1,233,289 grossed by the operators.
Bingo is clearly popular in New Mexico. All kinds of providers look for a piece of the pie. With hope, the politicians are through batting over gambling as a key issue like they did back in the 1990’s. That’s most likely hopeful thinking.
