New Mexico has a rocky gambling history. When the IGRA was passed by the House in 1989, it seemed like New Mexico might be one of the states to get on the Amerindian casino craze. Politics guaranteed that would not be the situation.
The New Mexico governor Bruce King assembled a panel in 1990 to draft a compact with New Mexico Indian tribes. When the task force came to an agreement with 2 important local bands a year later, the Governor declined to sign the agreement. He held up a deal until Nineteen Ninety Four.
When a new governor took office in Nineteen Ninety Five, it seemed that Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Amerindian tribes, anti-gaming groups were able to hold the deal up in courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, therefore denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the CNA, passed by the New Mexico house, to get the ball rolling on a full contract between the Government of New Mexico and its Indian tribes. 10 years had been squandered for gaming in New Mexico, including Native casino Bingo.
The nonprofit Bingo industry has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico charity game providers acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Non-profit Bingo earnings have increased constantly since that time. Two Thousand and Five saw the largest year, with $1,233,289 earned by the operators.
Bingo is categorically favored in New Mexico. All kinds of providers look for a piece of the action. With hope, the politicians are done batting around gaming as an important factor like they did in the 90’s. That’s without doubt hopeful thinking.
