New Mexico has a rocky gambling background. When the Indian Gaming Regulatory Act was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the Indian casino bandwagon. Politics guaranteed that would not be the case.
The New Mexico governor Bruce King appointed a panel in 1990 to draft an accord with New Mexico Native tribes. When the panel arrived at an agreement with two prominent local tribes a year later, the Governor declined to sign the agreement. He would hold up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it seemed that Native gaming in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the American Indian tribes, anti-wagering groups were able to hold the accord up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the compact, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full accord between the State of New Mexico and its Native tribes. A decade had been burned for gaming in New Mexico, including Native casino Bingo.
The nonprofit Bingo industry has increased since 1999. In that year, New Mexico non-profit game providers acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo earnings have increased steadily since then. Two Thousand and Five witnessed the largest year, with $1,233,289 earned by the owners.
Bingo is clearly favored in New Mexico. All types of owners look for a bit of the pie. With hope, the politicians are through batting around gaming as a hot button factor like they did in the 1990’s. That’s without doubt wishful thinking.
