New Mexico has a complex gambling history. When the IGRA was signed by Congress in 1989, it seemed like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that wouldn’t be the situation.
The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to negotiate a compact with New Mexico Amerindian bands. When the working group came to an agreement with 2 big local tribes a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in Nineteen Ninety Five, it appeared that American Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Amerindian bands, anti-wagering groups were able to tie the deal up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the accord, thus costing the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico government, to get the process moving on a full contract between the Government of New Mexico and its Native tribes. A decade had been lost for gaming in New Mexico, including American Indian casino Bingo.
The not for profit Bingo business has gotten bigger from 1999. In that year, New Mexico charity game operators acquired only $3,048. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Not for profit Bingo earnings have grown constantly since that time. 2005 saw the greatest year, with $1,233,289 grossed by the owners.
Bingo is categorically beloved in New Mexico. All sorts of operators look for a piece of the pie. With hope, the politicos are done batting around gambling as an important matter like they did in the 1990’s. That’s most likely wishful thinking.
