New Mexico has a stormy gambling history. When the IGRA was passed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the Amerindian casino craze. Politics assured that wouldn’t be the case.

The New Mexico governor Bruce King assembled a working group in 1990 to draft an accord with New Mexico Native tribes. When the working group arrived at an accord with 2 important local tribes a year later, the Governor refused to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it seemed that American Indian gaming in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Indian tribes, anti-gambling groups were able to hold the accord up in courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing a deal, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full contract between the State of New Mexico and its Indian tribes. Ten years had been burned for gaming in New Mexico, including American Indian casino Bingo.

The non-profit Bingo business has gotten bigger since 1999. In that year, New Mexico charity game operators acquired just $3,048. That climbed to $725,150 in 2000, and surpassed one million dollars in 2001. Nonprofit Bingo earnings have grown constantly since then. 2005 witnessed the largest year, with $1,233,289 earned by the operators.

Bingo is clearly favored in New Mexico. All sorts of owners try for a bit of the pie. With hope, the politicians are done batting around gaming as an important matter like they did back in the 90’s. That’s without doubt wishful thinking.
