New Mexico has a rocky gaming background. When the IGRA was passed by the House in 1989, it seemed like New Mexico would be one of the states to get on the Amerindian casino craze. Politics assured that would not be the situation.
The New Mexico governor Bruce King appointed a working group in 1990 to negotiate a compact with New Mexico American Indian tribes. When the working group came to an agreement with two important local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took over in 1995, it seemed that Indian gambling in New Mexico was now a certainty. But when the new Governor passed the contract with the American Indian bands, anti-gambling groups were able to tie the accord up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the deal, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full compact amongst the Government of New Mexico and its Amerindian tribes. A decade had been lost for gaming in New Mexico, including Native casino Bingo.
The nonprofit Bingo business has increased from Nineteen Ninety-Nine. In that year, New Mexico non-profit game owners brought in only $3,048. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Not for profit Bingo revenues have grown constantly since that time. 2005 saw the greatest year, with $1,233,289 grossed by the providers.
Bingo is categorically favored in New Mexico. All types of providers look for a bit of the action. Hopefully, the politicos are done batting around gaming as a key issue like they did back in the 1990’s. That’s without doubt wishful thinking.
